Description
The County of Yolo's Innovation and Technology Services Department
(ITSD) is recruiting to fill one regular, full-time position in the
class of Programmer Analyst IV. This position will have a
significant impact upon the criminal justice community through the
continued development and support of the Yolo County District
Attorney's Office proprietary software. You will be joining a
dynamic support team that strives to create effective and
innovative services thus strengthening the County's mission to
improve lives by creating healthy and safe communities.
The ideal candidate for this position will be a positive,
collaborative, solution-focused individual with excellent
interpersonal and customer service skills and the ability to handle
and manage multiple priorities.
Definition
Under direction, serves as a lead worker in overseeing and
performing the most complex computer systems analysis maintenance,
design and programming; acts as a project leader on specialized
projects; assists in planning and coordinating the programming
activities of the Information Services Division; and performs other
related duties as required.
Distinguishing Characteristics
This is the leadworker, advanced journey level of the Programmer
Analyst series. Incumbents in this class are expected to utilize a
considerable degree of independent judgment as it relates to
systems analysis and design; perform the most difficult and complex
analysis, design and maintenance of automated and manual computer
systems; and direct others in training less experienced analyst
staff.

Essential Functions
The following duties are typical of those performed by the
incumbents in these classifications; however, other duties may also
be required.
* Acts as project leader, lead worker, or senior staff member in
major programming projects;
* Maintains an effective working relationship with client
users;
* Designs, codes, tests, and modifies the most complex computer
programs;
* Coordinates system and programming activities with operations and
customer services;
* Consults with and assists the Division Director in coordinating
the programming function of the division;
* Investigates alternative methods and procedures, including the
cost and efficiency of alternatives;
* Assists in system design.
The position may also require the performance of different
essential or marginal functions depending upon work location,
assignment or shift. Employment Standards
Education: Sixty (60) semester units or ninety (90) quarter units,
with major course work in computer science, mathematics,
accounting, business or public administration or a related field,
from an accredited college or university.
Experience: Four years of increasingly responsible programming
experience in a medium or large scale computer system utilizing a
high level programming language, or three (3) years experience in
the class of Programmer Analyst III in Yolo County.
License
Positions in this classification require incumbents to possess and
maintain a valid California driver's license, Class C or higher, to
carry out job related duties. Individuals who do not meet this

Knowledge of: information services concepts and standards;
principles and techniques of highly complex program planning and
program writing, work flow scheduling, record and forms design and
control requirements; capacity, principles, operation and
interrelated uses of electronic computers and related data
processing equipment; accounting principles, statistical methods,
logic and business administration principles, organizational
techniques and management procedures; functions and principles of
usage of utility software; principles and techniques of written and
oral communication; modern office methods, functions and clerical
procedures; basic elements of system and procedures analysis;
control requirement for electronic data processing installations
and procedures for analyzing data and developing recommendations
for solutions; information services philosophy and limitations of
computer systems; program documentation concepts and efficient file
design techniques.
Ability to: gather, analyze and organize information; utilize the
principles and techniques of computer programming; establish and
maintain effective working relationships as necessitated by work
assignments; communicate clearly and concisely, orally and in
writing; analyze methods and procedures accurately and logically.

Verification of Education

yet, a letter from the registrar's office stating that all
requirements for graduation have been met and listing the field of
study will be sufficient proof of graduation.

All foreign transcripts or diplomas must be in English. If the
institution does not provide these documents in English, the
applicant will need to provide a translation which has been done by
a professional agency. The County of Yolo will accept education as
equivalent to U.S. accreditation from Institutions that are listed
as members of the International Association of Universities. You
may check for your school by visiting the IAU web site.
Applicants who possess a degree or completed coursework that is not
from an accredited college or university, must submit one of the
following:
1. A written statement from a U.S. accredited university or college
that states that the applicant is qualified for entrance to a
program of graduate studies for which a degree in a related field
is required.
2. An evaluation of the applicant's degree and coursework
equivalency by a private organization that provides foreign
credential evaluation services. The evaluation must include a
comparison of comparable U.S. courses for content, credit and
grade.
Note: Foreign language documents must include a precise
word-for-word English translation of all foreign language
documents. It is the responsibility of each applicant to prove to
the satisfaction of the County that the applicant meets the
specific requirements listed on the job announcement for each
specific examination. The following is a list of private
organizations that provide foreign credential evaluation services.
Fees range from $50 to $400 per document; processing times vary
