$117,000.00.Job SummaryLocation: Woodland, CaliforniaResponsible
for the safe and efficient operation and management of staff at the
generating plant. Provides direct supervision and leadership of the
operations group under the general direction of the Assistant Plant
Manager. This person is responsible for the safe and efficient
dispatch of operational equipment in the production of steam and
electricity. This position ensures the plant is operated in a
reliable, safe, environmentally compliant, and efficient manner.
Exercises independent discretion and judgment within established
policies, procedures, and practices. Results are reviewed through
the achievement of set goals and adherence to these policies,
procedures, and practices.Key AccountabilitiesResponsible to ensure
the safe operation of the plant in full compliance with all DTE and
regulatory requirements.Directs plant operations personnel and
contractors as required ensuring that plant reliability and
efficiency are maintained. Ensures performance goals are met and
that performance reviews are completed in a timely and professional
fashion to align employee accountabilities and conduct with
operational processes.Investigates operating abnormalities and
incidents to improve equipment availability and performance and to
minimize maintenance requirements.Prepares necessary plant
operations reports in a timely manner and investigates all forced
outages.Reviews and provides support to maintenance engineering
evaluations and troubleshooting of equipment abnormalities.
Maintains a consistent and effective level of communications with
the Maintenance Supervisor, Assistant Plant Manager, Plant Manager,
Operations Manager, and Administrative staff.Recommends the
scheduling of and supervises the performance of overhauls of plant
equipment and systems by outside contractors and/or plant staff.
Provides input on inventory of spare parts consistent with
preventive maintenance and repair requirements.Establishes
department and group goals based on the requirements of the PPA,
suppliers, employees, the owners and other stakeholders.Oversee
compliance with the daily operations schedule for O&M
Technicians; exercising judgement to minimize overtime costs while
ensuring sufficient coverage for safe and efficient operation of
the plant.Serves as the manager on duty for critical work required
after normal hours to ensure management oversight and execute
discretion for the safe and efficient completion of work.Maximizes
plant efficiency and shareholder value without compromising
personnel and equipment safety, environmental compliance or the
long-term commercial viability of the facility.Minimum Education &
Experience RequirementsA high school diploma or GED is required
along with relevant power plant related work experience including a
supervisory or management role. A minimum of five years of
supervisory experience is a requirement. A valid driver's license
is also required.Other QualificationsPreferred minimum ten years of
supervisory or managerial work background. Wood fired CFB boiler
and Steam Turbine Generator operating experience is highly desired
to provide for the following:
- A thorough, demonstrated understanding of power plant
operations, with strong understanding of the operations function.
Understanding of steam turbine technology, mechanics, hydraulics,
electricity and electronics.
- Knowledge of power plant safety policies and procedures,
especially in the areas of high-energy systems, high pressure
boilers, chemical handling, heavy equipment, rotating machinery,
confined spaces, incipient fire suppression, and first aid.
- Basic knowledge of or ability to understand fundamental
principles related to physics, mathematics, AC and DC electrical
theory, chemistry, water treatment process, thermal dynamics, heat
transfer and fluid flow.
- Demonstrated knowledge regarding operation of valves, switches,
controls, keyboards and other devices associated with power
plants.
- Demonstrated knowledge, skill and prior hands-on
troubleshooting and repair experience relating to instrumentation
and control systems used in modern power stations, including burner
management, combustion control, boiler controls, turbine controls,
machine condition monitoring and continuous emissions monitoring
(CEMS).
- Experience with accounting practices as it relates to analyzing
cost impacts to budget.
- Ability to analyze potentially complex, costly operational
problems and direct their resolution through formal problem-solving
methods.
- Strong oral and written communication skills.
- Solid knowledge of plant operations maintenance functions and
how they relate to operations and income.
- Ability to work shifts and extra/irregular hours and to work
under unusual and special conditions that can arise in a biomass
fired generation plant.
- Proficient in the use of MS applications, including Word, Excel
and PowerPoint in a Windows environment. Extensive experience with
computer-based operations programs and Internet.Physical Demands &

employee is required to sit. It is crucial to the outcome of job
tasks that the employee is able to talk or hear; use hands to
finger, handle or feel, and reach with hands and arms
extensively.The employee in this classification will be required to
frequently lift objects of up to 25 pounds in weight. Vision
requirements for this position include close vision, color vision
and the ability to adjust focus.Working Conditions:In the course of
working at the plant site, the employee is exposed to outside
weather conditions, including wet and/or humid conditions, and may
work near moving mechanical parts and/or machinery. The employee is
occasionally exposed to fumes or airborne particles and vibration.
The noise level in the work environment is usually quiet to
moderate in the office, but may become loud at the plant
