Description
The County of Yolo's Innovation and Technology Services Department
(ITSD) is recruiting to fill one regular, full-time position in the
class of Systems Software Specialist. The department is seeking
experienced systems analysts to assist with technical planning,
implementation, and maintenance by assessing business requirements
and implementing software, processes, and training. Typical duties
include evaluating technology, identifying issues, developing and
implementing procedures, writing technical and non-technical
documents, and leading small multi-disciplinary teams.
An ideal candidate will have experience with various aspects of
modern computing to include but not limited to databases, networks,
client/server applications, installing and upgrading software,
troubleshooting application issues and user reported
problems/issues. Additionally, they should have the ability to
communicate clearly, have an understanding of the organization and
the organization's goals, have advanced technical expertise, have a
desire to pursue professional development, be flexible, able to
solve problems and to work independently as well as to collaborate
in a team structured environment. Strong troubleshooting and
discovery skills through self-guided research, Windows Server and
IIS Administration, data integration, website design and
administration, business intelligence reporting tools (Crystal
Reports / SSRS / Power BI), Office 365 Platform administration,
Microsoft Sharepoint design and administration, and knowledge of
SQL databases are all highly desired technical skills.

common to a comprehensive, state-of-the-art information systems

testing and implementing computer hardware and software

* Learning to research, design, implement and maintain various
hardware and software technology solutions, including new
technology, in order to improve County processes and/or
services.
* Gathering, analyzing and evaluating data and information in order
to reason logically, draw valid conclusions, take appropriate
actions and/or make appropriate recommendations.
* Troubleshooting and debugging hardware and software programs.
* Reading, comprehending, and retaining technical information on
computer products and systems.
* Planning, organizing, prioritizing and processing work to ensure
that deadlines are met.
* Preparing and maintain effective documentation for procedures,
processes and tables related to area of assignment.
* Establishing and maintaining effective working relationships with
those contacted in the course of work.
* Communicating effectively verbally, graphically and in
writing.
* Working effectively with peers, supervisors, subordinates and
customers in a team environment

The candidates selected will be placed at the Systems Software
Specialist I or II level depending on their background and
experience, and at the discretion of the appointing authority. The
salary range for each classification is as follows:
Systems Software Specialist I: $88,022 - $106,991 Annually
Systems Software Specialist II: $96,766 - $117,619 Annually

The functional duties specific to administrative assignments in
this class are as follows:
* Provide business process and technical support for VACS, Relias,
and other Administration branch applications or systems.
* Assist with implementation, coordination tests and documentation
of a business intelligence system and its technical
infrastructure.
* Participate in County, consortium and State meetings, workgroups,
and audits.
* Create test scenarios, test cases, UAT scripts, and other testing
documentation to assist with testing. Test applications to assure
functionality and effectiveness in performing to desired
specifications.
* Participate in, document, and create content for user group
meetings.
* Develop reports and forms for supported applications and
systems.
* Create and facilitate staff training on system functionality and
mutually agreed upon usage processes.

The functional duties specific to CalWIN assignments in this class
are as follows:
* Provide business process and technical support for CalWIN,
MyBenefitsCalWIN, EBT, Exstream and other Service Center branch
applications or systems.
* Maintain, update, and troubleshoot the google cloud-based
Workspace system and the fleet of Chrome books being used by
employment services.
* Participate in county, consortium and State meetings, workgroups,
and audits.
* Create test scenarios, test cases, UAT scripts, and other testing
documentation to assist with testing. Test applications to assure
functionality and effectiveness in performing to desired
specifications.
* Participate in, document, and create content for user group
meetings.
* Communicate internally and respond to State system requests and
memos.
* Prepare or assist business units in preparing reports to
implement system changes; determine staff effort and the cost of
implementing service requests; prioritize requests.
* Assist in the transition from the California State system CalWIN
to the new State system CalSAWS.
* Create and facilitate staff training on system functionality and
mutually agreed upon usage processes.
* Create and maintain documentation including requirements, design,
and user manuals for supported systems and applications.
The functional duties specific to Avatar assignments in this class
are as follows:
* Provide business process and technical support for myAvatar,
VSee, and other Adult and Aging branch applications or systems.
* Participate in County, consortium and State meetings, workgroups,
and audits.
* Create test scenarios, test cases, UAT scripts, and other testing
documentation to assist with testing. Test applications to assure
functionality and effectiveness in performing to desired
specifications.

* Evaluates customer technical needs and recommends solutions;

analyze system requirements; recommends technology solutions to

* Prepares technical documentations, procedural plans, reports,
correspondence and other documents; participates on committees and
task forces; attends meetings, conferences and training
sessions.
* Responds to user inquiries, assists user in software research and
selection, and provides technical training (including developing
materials and curricula) in the correct usage of applications.
* Coordinates with other team members to solve problems and support
and coordinate implementation of client systems.
* Builds and maintains positive and professional working
relationships with co-workers, other County employees, vendors, and
the public using principles of good customer service.
* Monitors project schedules and work requests utilizing project
management best practices, coordinate with customer department
management and staff, report project status to management and
prepare internal and external project reports.

Employment Standards
Systems Software Specialist I
Experience:Three years experience configuring, installing,
upgrading, maintaining, diagnosing, analyzing and resolving
problems relating to network software systems.
Systems Software Specialist II
Experience: Four years of experience configuring, installing,
upgrading, maintaining, diagnosing, analyzing and resolving
problems relating to network software systems.
Background Requirements
Incumbents in this class may have access to Federal Tax Information
and are subject to confidentiality and safeguarding requirements of
Internal Revenue Code 6103(p)(4). As such, an individual selected
for this position is subject to a thorough background investigation
as stipulated in Section 5.1.1 of Internal Revenue Service
Publication 1075, which includes the following:
* Review of Federal Bureau of Investigation (FBI) fingerprint
results;
* Check of local law enforcement agencies where the subject has
lived, worked and/or attended school within the last five (5) years
and, if applicable, of the appropriate agency for any identified
arrests; and
* Verification of an employee's eligibility to work in the United
States.
Background investigations are conducted upon hire and every ten
(10) years of employment thereafter.
License
Positions in this classification require incumbents to possess and
maintain a valid California driver's license, Class C or higher, to
